Briggs & Stratton 17.5 no throttle control

Hi everyone, I’m helping a neighbor whose riding mower wouldn’t start. Diagnosed problem to be the compression release device on the camshaft was broken. I replaced the camshaft and I also replaced the governor. The engine now starts but I get no response from the throttle control and no choke. Any help would be greatly appreciated.

     The engine now starts but I get no response from the throttle control and no choke. Any help would be greatly appreciated.



     
    Does the choke butterfly move or is the linkage buggered up?
     
    Same for the throttle, does the butterfly move at all?  
    If so, does it get harder to "OPEN", when more throttle is applied?

    Thanks for the reply. The unit is at my neighbors house and he’s away until Wednesday. I’ll go over the linkage and throttle and choke plates then. I’m hoping it is something external, otherwise I’ll have to pull the engine to make sure the governor didn’t jump out of place.Question, is there a way to check if the governor is working without opening the engine case?

    The pin that sticks out the case and the governor rod attaches to, should only go back and forth a little.
