There's usually a very small spring on the rod from the carb throttle to the governor where the the other end of that link connects- It keeps slop out which would cause surging if not installed. If you have all the springs from the governor, carb, etc don't worry about it.

There's usually a very small spring on the rod from the carb throttle to the governor
