17.5 Briggs and Stratton

set throttle cable and runs rich back tires through carb. Seems like the gov. Spring is weak. Is there a starting position for the throttle lever before I lock down the cable.

    Do you have a separate choke lever or is there just one cable (controls choke high speed and down to idle)?
