Why can't I add a link or pictures to my posts and comments?

Hello,
When adding a link and posting, the link disapeares. Every time.
When uploading an attachment, it liads it but then says upload error, not allowed.
 
I assume this is a limitation set by the admins?
What can I do to get it working as it would have really helped my tech question.
