Kohler ECV740 Surging and cutting out

Hi Friends,
 
I bought a used 2014 John Deere 652R stand on mower for my acreage. Has 280 hours. I bought it in the winter. This year I started running it, just for my acreage, and it is having issues!

So the problem. The mower will sometimes run fine, and then suddenly surge and cut out for a split second and then surge again. Any suggestion on what would be causing it to loose power from time to time? 

Here's what I've checked. Spark plugs look good. O2 sensor looks good. Put in some seafoam to see if that will clean injectors.
 
Anyone have any ideas on what else it could?
 
Also another issue came up today.. the ignition only works sporadically, not sure if the two are related, but what it does is you turn the key and it either clicks or does nothing, you wait a while and it fires right up.
