help

I have a homelite chainsaw model no ut10564 sat for years gone over it new fuel filter fuel fuel lines carburetor coil plug gaps are at plug 028 coil air gap say 010 nothing what am I doing wrong here thank you guys

I actually own that machine (going to give it to my BIL).
 
What is the compression of the engine?
 
Did you check the flywheel key, that it's not sheared.
 
Sometimes, a little 2 stroke oil in the top end (2 teaspoons) 
help bump up the compression to help the machine get started.
 
Also, as the engine may be flooded, pull the spark plug, flip it upside down
and crank over.  Look for excess fuel coming out.  Dry the plug with carb or brake cleaner.

Also check spark arrestor screen in exhaust.

Also, spark plug gap should be .025".  
 
Check for spark, at the plug, grounded to the head.
