Snowblower Carb - Honda HS520

I am struggling and think I found the issue. I replaced the carb (thought it was the problem). It seems that the gas leaks out from the carb against the carb protector. This happens when the hose is connected to the bottom of the bowl and the air port. If disconnected, there is no leaking. I did try to blow into the air port and there was no air flow. As I blew harder it seems like it cleared (wondering if it was a block between the hose and carb). When the hose was disconnected it also seemed as if the engine ran smoother and without surging. Is it possible this was/is caused by an air blockage? Trying to figure out why it dumps fuel with the line connected and when it’s dosconnected and venting to air it’s fine.

If you're referring the port at the bottom of the fuel. That is a drain port and  not a fuel in port. There air in line on this carburetor.

Right. So there is a hose from the drain port that goes to another port on the fuel inlet side (clear tube from drain port into a black tube into this port) that I believe is the air port. When it is connected I get fuel leaking from the area I have circled. When I disconnect the hose there is no leak.

Hmmm. I have never seen the drain line connected as you describe then. The drain and the air vent should be separate lines with no interconnect. Otherwords the six inch drain line should just be dangling free on one end and the same with the air vent line or at that the way I have always seen it done on other engines. It would defeat the purpose of either one as air vent line can not breathe and the fuel drain would not be able to drain. Either way there should be no fuel in the drain line except when you are draining the carburetor bowl. The air vent line should be feeding the carburetor's air bleed that controls the fuel mixture; when plugged it would cause an over rich mixture.

From here I would need to defer to those that have seen snowblower setups... If all else I would try replacing the Stay Assembly, Petcock part assembly. Depends on engine serial number as to which one you need.
