What is the purpose of the 2nd hose which connects backs to the engine?  See the figure.   The 2nd hose is on the left.  The fuel hose line on the right.

Thanks.  Why don't all small engines have the breather hose terminate back to the carburetor?  It appears most the carbs do not.  Could this be an older design?  To save $$, can I use a carb without the breather tube port and just vent the breather hose to the air?

They are usually routed to the air cleaner, that is not a popular design. You can route to the open air, just don't let the enviro nazis catch you.
