130202-1787-01 Briggs and Stratton Governor Link pictures (and part numbers)?

I'm trying to repair an Agria 5300 machine with a Briggs&Stratton 130202-1787-01 engine on it.
 
It runs, but it's either running way to high in revs (not regulating), or (as it sits now) it will only start then stop (if I'm not moving the throttle by hand on the carb).
 
I suspect there is something wrong with the link arrangement, and maybe some missing springs.
 
Does anyone have any pictures of this exact setup, or can tell what's missing from my pictures, and maybe some part numbers for missing part.

Do a static governor adjustment. With the carb installed loosen the lever clamp screw, liift the lever and turn the shaft clockwise as far as it will go. Without disturbing anything tighten the clamp. If still no joy the governor has come apart inside the engine.

Did this earlier today and that did the trick it seems, so thanks for the tip :)
 
Btw, any idea if the starter clutch is supposed to sit loose on these engines (not threaded to the shaft) - it seem to work, but I wonder if someone might have fiddled with this before (it have a nut on the inside of the clutch to hold the flyweheel it seems....
