B&S 09p702-0144-F1 wont start

New has new carb it has compression and spark I have tried3 different plugs. I can spray starter fluid in the carb ot cylinder and it wont start. It's on a troy bilt tb110 it ran when put away in garage for last winter they could not get it to run again. Any help please

    First check for sheared flywheel key.
     
    Then check to see if the engine has dropped a push rod. If the engine drops a push it still can develop compression but can't breathe.
