What’s causing this?

When taking apart my 18.5 briggs motor to fix my compression release issue, I came across this while looking at the valves. One looks burnt. Is this common?

What causes it? Do I need to get new parts?

    I  have never seen that! Looks like blowby past the guide which means replacing the head.

    You mean the head gasket?
