Consistent flooding

Hi all,
I've been having trouble starting my poulan P3416. It's getting spark, it's got compression, and it's getting fuel. Too much fuel, after a couple of pulls on the rope, it's gets flooded immediately, in fact there's fuel mix spraying out the exhaust. 
Has anyone had any experience with this before? If so, can you give me some guidance?

    The inlet needle is not sealing or the metering lever is not adjusted correctly. Time to overhaul or if you are not up to that replace the carburetor, they are not expensive.
