Briggs and Stratton 18hp intek carb issue

Hi I'm in need of some help. So I've had this problem with my intek engine I got it for free it ran fine but if the gas wasn't turned off the cylinder would be filled with gas and be hydrolocked but I bought a new carb in November and then 2 weeks ago I went to start it up and the same problem is back with a brand new carb and yesterday I was pulling my garden trailer around and we I let off the clutch of put any load on the engine it's floods and black smoke comes out the muffler I tried adjusting it for that problem didn't help but what causes this stuff I change the oil and oil filter every month because I use it constantly i change the spark plug use good gas and change the air filter what is wrong

    Two carbs exhibiting the same symptoms in a short time would suggest contamination in the fuel system. Is the tank clean? The fuel line may also be crumbling, replace it.

    Like Roy said X2, also make sure no fuel mixed in the oil.
