Loose deck drive belt

I have a Husqvarna Z4822 with a replacement engine that I just put in. The engine at a high idle and the blades spin slowly. I installed a replacement deck drive belt and noticed that the belt has an adjustable rod that is turned in all of the way. The belt is loose with it this way. Any ideas of what I should be checking next?

First make the belt is the correct length. 5/ x 135-1/2.

Then make sure it is routed correctly.

Also is this with pto off that the blades are spinning or with the PTO on?
