It sounds as if your float needle is stuck open. Once accessed and removed, I clean the seat with several Q tips, cut down and placed in a drill. A little metal polish and it'll be like new. A little on the needle won't hurt either.
Not likely but check the float itself, that it's not leaking and full of fuel. This would also cause problems.

The carb from isavetractors for $75 and every other aftermarket carb for this K582 engine, come from the same factory or source in China. This includes the same carb I got on amazon for $24.
The problem with our chipper was Don Flanders, a hack who worked on our property and ruined almost everything he touched. The main jet was mangled, looked like he used a phillips to remove it instead of a slotted. The main needle was bent as in over tightened.
It started right up when I installed it but heard a big vacuum leak; it was running on one cylinder-blown head gasket 1160rpms. After replacing the head gasket, i gained 1000 rpms at 2280-2300 rpms……
this thing is like brand new now. Really amazing! I had pictures but too hard to resize and post . Thanks for responding!
