Ok so give me the rundown on adjusting high jet low jet and idle screw... What is a good procedure to follow?

YT would definitly help ya but here goes..
 
On the carb, the screw CLOSEST TO THE ENGINE is the LOW SPEED ADJUSTER.
 
The screw farthest from the engine is for high speed adjusting. 
 
Start with each about 1 turn out from lightly seated (I'm assuming the carb IS CLEAN INTERNALL).
 
Once started, keep it running with the throttle and turn the LS screw in or out until you can get it 
somewhat idling. 
 
Now, you can adjust the HS screw.  Hold the throttle wide open and adjust the screw until the RPMs 
come way up.  That'll get you in the ball park.
 
*Often, you'll have to go back and forth between the screws as one WILL affect the others setting.
 
Go back to the idle adjuster (and throttle stop).  Adjust until you get a good steady idle.   Raise the idle to where the chain just begins to spin, then back off.
 
Back to the HS adjuster.  Adjust for generally the highest RPMs, then a little richer(keep going)
Now put a load on the machine (2x4, block of wood, etc).  If you do not go a little richer, the engine
will very likely bog...  It's needs extra fuel for the load put on it.
 
Dial those adjusters in / out till all criteria is meet.  Make sure your fuel line are good, no cracks, no pinching where the go thru the tank (very common and will have you chasing your tail)...
