I have a Dewalt DXGN 4500 generator with a Honda GX270 engine. The engine runs out of fuel. The fuel tank has been cleaned out, the tank has new fuel lines all the way to the carburetor, new clear inline filter , the carburetor, float and jets have been cleaned and checked. After starting it runs until there is no more visible fuel in the filter and dies out. I disconnected the fuel line at the carburetor and sometimes fuel runs free out of the tank and sometimes I have to blow into the tank to get fuel flowing again and then the I restart and it runs until the fuel runs out at the filter again. I am lost.
Thank in advance for any suggestions.

As we don't have a full engine model #, here's the best I can come up with

is an inline filter that sits up in the fuel tank with the fuel line holding it in.
It's very easy to miss this filter and is very likely your fuel flow issue.  
 
If it's clear, pop off the tank, fill with fuel (or water) and check for flow.
Somewhere, it's apparently clogged.  Start at the tank, then the filter, lines, etc.

Also, try running with the gas cap loose.
 
If the tank vent is clogged, it WILL STOP THE FLOW FUEL as air has to displace the flowing fuel.
The fuller the tank with gas, the worse the issue will be...
