Well, I don't think it's ignition either however, I would clean (or replace) the points and possibly the condenser. And make sure the points are gapped correctly.
That carb looks pretty rough. Do you have access to a sonic cleaner?
With that said, I believe once assembled (the carb), besides the idle stop screw, you
have a larger adjustment screw on the right side of the carb.
I would try adjusting that,
richer (CC turn on the screw).
It seems the engine needs more fuel on start up.
The engine may be running hotter than it should (what's your spark plug look like)?
In somewhat rare occasions, I've had a spark plug fire outside the combustion chamber
but not run installed. Replace the plug, a Champion plug, gap to .030"- Basic stuff..
