I have a Toro TB 225 tiller with all new parts but won’t prime. Any thoughts?

What new parts did you install? 
 
The primer bulb is attached to the carb, correct?
Does the bulb pop back out or stay sucked in?
 
Also, the line closest to the primer bulb is the RETURN (no filter). 
If mixed up they'll be issues...
