i have a 2017 cub cadet 46 xt1, i replaced the carb on and now its acting funny. i dont know if i messed something up when installing the new carb.

throttle position is wide open and moving the lever does not change it!!!

If turned off, the throttle will go to wide open.
 
Once started, your throttle cable will move linkages. The linkages, with the help of a spring
will put more or less spring tension to the throttle.  
 
The more spring tension, the higher the RPM's.
 
If (I gather it is), the issue is when running, post up a You Tube video with audio.
