I have the Northern Tools Powerhorse 9000 generator. Recently I started the engine and while it did crank and run, it sputtered and spewed fuel from the air filter. I replaced the carburetor (it has the electronic solenoid on the fuel pot) and when I started it up, it ran great for a few seconds and then began pouring fuel from the air filter as it did before. Any thoughts on what the problem is? Thanks

The carb needle / float is opening and staying open allowing fuel to continue flowing.
 
You can try some sharp blows (don't go crazy) on the side of the carb which may help un-stick the needle.
 
Worse case scenario, pull the carb/ float bowl, inspect and clean..

Question not an answer,
Any ideas how you simply remove the side drain screw in the carb bowl and insert... something (I am asking what ) or spray carb cleaner on something in the bowl. Just asking for suggestions.

A SIDE, float bowl drain, will allow you to drain and squirt brake cleaner into the bowl to flush of loose debris..
It will not allow access to the main jet (should that be clogged) with a "needle" jet cleaner as it would be a 90 degree turn..
 
On some machines, you can remove that solenoid and have direct access to the main jet, for needle jet tool to access.
