I picked this mower up non running and have ran into quit a few issues with it. The one i can't seem to work my way though is the roto stop problem. It does not disengage, pulling rope is spinning the whole assembly. Both bearings were out and replaced but it still won't spin free. I have the parts diagram and it all seems assembled correctly. I am now wondering if at some point the crank was replaced with one with a shorter shaft because the shaft does not come out flush with bearing where you bolt it on.
When you install bolt loosely you can spin the clutch by hand but tightening bolt locks it up.
Any help appreciated

I had one of these with the blade slipping a couple years ago. 
 
Plate #6, as I re-call has that spring (#14) pulling the plate back. 
 
Double check you assembly again..  As I re-call (again), and looking at your pic and parts diagram, the crank being recessed should be fine.  The crank bolt is grabbing the inner part of the bearing...
 
The ball bearings, parts 7, are critical..
 
How far apart did you dis-assemble and for what issue?

I took engine apart to replace rings. Both bearings on roto stop were destroyed and I replaced them. I have had it apart many times and assembled it per diagram. If you leave the shoulder bolt loose the clutch will spin but tightening it down compresses clutch and locks it up

Everything seems correct on clutch. Is seems likely that the brake the stops blades is not holding. Which part is the wear part on the brake?
