I have a H60 that appears to have a Governor issue.
I am attempting to remove the crankcase cover to look at the mechanism but can't quite get the cover off.
 
I can only slide the cover about half inch before it appears to bind on the crank and the aux PTO
Do I need to remove the oil seal? Didn't want to damage it.
Do I need to remove the flywheel on the other end of the crank?
 
Have a repair manual but it covers so many models that I don't seem to find the info I need.
The engine was working fine but when put back in service last month I couldn't control the engine speed.
The Governor shaft coming out of crankcase does not seem to move regardless of engine speed.

Often, the side cover does not want to come off as there's rust/debris on the crankshaft near the seal. 
Get that good and clean(bare metal) with some Emory cloth or the like...
 
I didn't see any pic's of the side cover with the PTO.  If there's anything still attached to the PTO shaft, I'd think that has to come off as well.  I don't know if the PTO shaft will come off with the cover or stay 
with the crank..  Otherwise, that cover should come off W/O removing the oil seal etc. 
 
I'd disconnect any linkage, etc, from the governor as well.

you are going to have to soak that in bp blaster and smack the side of it with a rubber mallet. Keep spraying bp blaster in until it loosens might take a few days up to 1 week but it will come loose. Do not take the oil plug out

I have no reason to believe the shaft is bent.
A photo may help the diagnosis.

This should assist in understanding the issue.
Not sure if that sleeve needs to be removed or how to remove it.

I'd suspect that additional shaft needs the keyway removed from it.
 
I've never seen  a sleeve on the crank of these engines. 
 
Can you take another close up pic where the keyway, on the crank, meets that "sleeve"?
It should show if the keyway goes in beyond that. If it does, that sleeve is removeable (just for machining purposes it'd have to be another part).

It is definitely a separate piece.
Just don't know if and how it comes off.
I think it holds the 2 speed belt pulley (already removed) in the correct position.
