Ok, I think this is the carberator you have :

Once the carb is off and exterior cleaned, pull off the float bowl. There should be a very slim
bolt above the solenoid (or part of it).
 
Once off, check to see if the needle is inserted into the float correctly, (should be visible opening and closing as you raise and lower the float)..
 
Advise back..

A much smaller carb but same principle:
  
Bowl, float, needle, etc: 

 
Float "seam" should be parallel with the carb body when held upside down (if assembled correctly and parts are not damaged or missing)...  Damaged, missing or not assembled correctly and the engine will run stupid rich...  Make sure the choke is also opening (butterfly closest to the air filter)

I'll check out the carb when I ge home but there is no solenoid on the bottom of the bowl, just a bolt. I'll take off air cleaner and send better photos. thx
