That's a single cable operation , not two cables(one for choke, the other for RPMs), correct??
If so (likely), pushing the throttle fully forward activates the choke.
Pull the throttle back some, the choke is OFF and the engine will be running at full throttle.
Pull the throttle back fully should get you to IDLE.
To set the cable correctly, push the throttle forward fully- for full choke.
Now, at the engine, the small fastener (often an 8mm) loosen and push the cable
so the choke is fully activated...
Soo, at the throttle, fully forward is full choke.. Done..
