has gas bulb pumps up, new carb, new spark plug gap a .020, new hoses and gas filter has spark compression about 92 psi,
will not even try to start, even with starting fluid...help

90 PSI is a bit low... Generally speaking 100 (for a 2 stroke) is the norm.
 
Pull off the muffler and peek as the piston.  ANY SCORING is bad.
 
If you have a leak down tester, check it see what #'s you get a 90 PSI.

SRTsFZ6 is always right. But if you don't have a leak-down tester, you can try taking off the spark plug, pouring in a little oil, pull the cord a few times to get the oil spread around, reinsert the plug, and now try to start it. The added oil seals the area around the rings, temporarily increasing the compression until it burns off. If the engine starts with oil, but refuses to start without, it means the cylinder and rings are badly worn.
