Hi, need help with my lawn mower tractor : briggs 17.5 hp engine with nikki carb. No fuel pump

Gas is not reaching the engine. Even after changing the carburator the spark plug stays dry. The engine start with starter spray but only if i take of the carburator off.

Remove the fuel line from the carb (pinch off line with a vise grip).
Then allow fuel to flow into another container checking for a good flow..
 
Is the choke butterfly closing when activated cold?  Can you see it move closed?
