I have a no start issue. Drained gas tank, filled with fresh. Starts for a moment with starter fluid help. Immediately dies like it's shut off. Pulled the wire off going to the shut-off switch and the wire going to it is still grounded full time. Is this normal or is this my issue?

You have a fuel delivery issue, IE carb clogged up.
 
Disassemble and clean.. Besides the main jet, there's a very small jet under the "throttle stop screw" that clogs easisly.
