I have a TroyBilt Pony Mower with Powerbuilt Engine 15.5hp. I replaced the spark plug, air and fuel filters, fuel line going from the carb, drained old fuel, carburetor itself and changed the oil. It cranks, but won’t run. Has a new battery as well

Check for spark at the plug, (plugged in and grounded to the head so you can see if there's spark).
 
Spray a shot of carb cleaner down the carb and see if it lights off momentarily.

Much appreciated…the carb cleaner method worked. I adjusted the choke lever (from the carb) due to me not installing it properly and it’s starting right up. It was starting from the “fast rabbit” position but not the “choke” position
