My portable water pumps rpm’s are fluctuating. I changed the spark plug, cleaned fuel tank and lines, put fresh oil in it. The problem persists… any ideas why or what to do to fix it

Most likely crap in the carberator.  
 
This would require a cleaning, IE, inside, all the jets, blow thru passages as well...
