I just ordered a new carb from Amazon from a brand I have used before. It will be here Monday.

Hang on to your old carb just in case. Tecumseh closed up many years ago

Yes. absolutely! 
the Kohler engine I worked on‘s carb hasn’t been made in a very ling while and only after market chinese imports are the only ones available anywhere………anywhere.

MADDENING...I AM TRYING TO UPLOAD 2 JPG IMAGES IN ORDER TO AS A QUESTION ONE ONE IS 89 THE OTHER 99 KB. I MODIFIED THEM  IN LIGHTROOM AND PHOTOSHOP AND IT IS STILL REJECTED.

can you see these...If you can, the new carb does not have the spring loaded screw in the bowl. 
Does this mattter?

Doesn’t matter, it’s just a drain valve for fuel bowl.

I probably should have somehow found a kit and rebuilt this OEM carb but I lazy and much easier to pop jn another in. I am going clean this carb and keep as a standby!

The one thing I find really odd is this engine didn't have an air filter. What am I missing? I looked in the manual and couldnt find an idle speed in rpms.

Looking at your picture links, the machine is designed with no air filter.
 
Being a snow blower, there's no dirt kicked up that could be sucked in to the engine.
Just like a an outboard boat engine, no air filter.
 
Regarding idle RPM's, just a good steady low RPM that with the rotating 
part of the machine turning, the engine doesn't stall.   This isn't terribly important.
 
Max RPMs will likely be 3,600 RPMs. 
You don't want to go above that as it'll shorten the life of the engine and wear parts of the machine prematurely.
