what is the normal throttle position

i have a 2017 cub cadet 46 xt1, i replaced the carb on and now its acting funny. i dont know if i messed something up when installing the new carb.kohler kt725-3078throttle position is wide open and moving the lever does not change it!!!i can upload videos if needed..

Start and Charge fuses blowing.
