Pressure washer

Hello I am new here and I acquired this Model 020461 pressure washer with a Briggs 126T02-0344-B1
cleaned the carb OK ,verified the valves OK .verified the coil Ok ,new plug .flushed with  fresh gas . verified Plug was sparking . I can’t get this machine to fart,spit or burp 
Before I put this thing on the side of the road has anyone have any ideas red help .

First, being a "flat head" engine, check and tighten the three HEAD BOLTS closest to the exhaust valve.
 
They OFTEN loosen up just enough so the engine won't run..
 
If that doesn't fix it, spray some carb cleaner down the throat of the carb 
while cranking and see if it licks off momentarily..
 
Advise.

Ok -165 in/ lbs torque . I will give a try tomorrow- fingers crossed

Those bolts will be very obvious loose.

I have them torqued down ,yes they were loose . I got it to pop  a little ,I am asthmatic so I am only good for about ten pulls and I am done ,then my wife ushers me into the house   . This type of motor I have tuned up for friends and neighbours on lawn mowers for years . Fresh gas ,fresh oil and spark plug and they are good to go . I have never had an issue  . 
I plan to pull the carb apart again and determine if I have missed something .

What sometimes works for initial start up is to put a couple of teaspoons 
of engine oil into the combustion chamber. 
 
This helps with the sealing of the rings and thus helps with the induction 
of air/fuel INTO the chamber.  Once started, it'll usually keep going.
 
If it'll run for 1-3 seconds on starting fluid, you have a fueling issue.-
Perhaps float stuck closed, clogged jet.
 
If you loosen the float bowl (with fuel supplied to it), fuel should come out.
If not the needle/seat is gunked up.
 
I gather with the carb clean, the brass float bowl screw (which IS the MAIN JET) was fully clear
from all openings (including upwards into the carb body, correct?

 You shouldn't have to pull more than 2-3 times for it to crank up..

Scott: Ok - I had a rest  . One pull and away it went . I will have to revisit as some of the gaskets have failed due to my repeated tampering .( the valve cover gasket and the float bowl gaskets ) I am getting some oil out the breather tube . The reference said 20 oz  for the oil change . The stuff I took out looked like the original oil . I’ll keep an eye on it for the time being 
I believe it was the torquing of the head ,because the carb was clean the passages clean and the main jet was clear 
The help was greatly appreciated

Oil level wise, if no dip stick, put oil to the top of the lower crankcase fill hole. 
If all the old oil didn't drain and your adding "what it should take", it may be too 
much.  Always go by the stick or oil fill in the block...
