Hinda HS828

Good afternoon. I have a honda HS828. It will not start(pull start only). I shoot it with starting fluid and it runs excellent. Carb has been cleaned twice. Valves checked for proper adjustment. I am at a loss.

Is there a fuel pump for the machine (likely not)?
 
Remove the fuel line from the carb, turn on the gas(if equipped with an on/of valve)
and see if fuel flows to the carb (disconnected fuel line).
 
Note, there is usually a very small, in-line fuel filter AT THE TANK, where 
the hose would slip over...
 
If you have plenty of flow to the carb, the carb is still clogged...
 
How exactly and how "deep" did you clean the carb?
