Here's the parts diagram for your engine:
https://www.jackssmallengines.com/jacks-parts-lookup/manufacturer/briggs-stratton/briggs-stratton-engine/100000-19z999-series/135200-to-135299/135292-1158-e2 The cylinder can't be torn up nor the connecting rod journal on the crankshaft.
Could you hammer the crack in and JB weld, I'm sure you could. I'd prefer to TIG weld
the damaged portion however that may be cost prohibitive.
You have to remove the head and side cover.
Then the piston.
Remove what's left of the rod from the crank (if still there).
Remove what's left of the rod from the piston. Piston pin should be ok...
You'll definitly need a new sump cover gasket, connecting rod & head gasket.
Plus repair / replace the blown governor..
I like JB weld and it'd probably work. The area has to be SUPER CLEAN, scruffed up
for it to stick well. I use the JB Weld 5020:
https://www.homedepot.com/p/J-B-Weld-Two-1-oz-Twin-Tube-Cold-Weld-Epoxy-8265-s/100189012 The area damaged likely isn't high stress, so your just really re-sealing the hole..
Check to see if you can even get the parts listed above and if so proceed...
Also, while apart, "re-ringing" the engine would be good to do but more $, cylinder has to be honed some, etc..
Please post back how it goes...
