Generator surging B&S 8 hp

I have an older generator. It doesnt have a brand but it has an 8 hp Briggs & Stratton. It surges when running. Ive installed a new carb. New plug, fuel filter, air filter, My dad bought it new and I think it has always had this problem. Could it be the valves? Or what??..

My B&S engine is guzzling oil
