How to connect up kill/ground wire to the throttle control plate on a HM80 155128J engine

I have an old Ariens snowblower with a Tecumseh engine (HM80). I replaced the control bracket assembly and it has a connector for a grounding wire to kill the engine when the throttle is pushed down fully. Tecumseh H60 Crankcase cover removal

I have a H60 that appears to have a Governor issue.I am attempting to remove the crankcase cover to look at the mechanism but can't quite get the cover off.
