Undulating sound from engine

Ariens Sno-Thro Deluxe Series, (921030) snowblower, 254CC engine.
 
The engine, when fired up and running after 1-2 minutes makes an undulating sound.
 
I'll try and get an audio recording but bare with me as I try to phonetically represent the sound:
 
bwwwwWAHwwwwWAHwwwwWAH....and so on.
 
I changed the spark plug last season and just today changed the oil.
 
Any idea what that's about?
 
Otherwise, it works fine.

Toro 309035 Won't Start

Tried to get the old Toro 2-stroke leaf blower going and it wouldn't start.
If I put gas/oil mix into spark plug hole it would start for a second and then die.  Same if I sprayed WD40 into the carburetor.
I took the diaphragm pump apart and though maybe the jet was clogged.  I got it unclogged with a syringe and some gas.
When I was re-assembling the old fuel line cracked.  I replaced the fuel line with a slightly larger diameter fuel line.
Now I can't get it start at all, and when I take out the plug it is wet.  I can see fuel in the carburetor. 
 
Any recommendations?
Would a very slightly bigger fuel line cause this?
 
No OEM parts available for this model any more.  I appreciate all suggestions.

Tecumseh LH358SA engine won't start

Tried starting my snowblower up today, and when turning the choke knob, it was extremely tight. Manage to work the knob back and forth and finally got it to full choke. This engine does have electric start, and after priming the engine, all it would do when I attempted to start it was turn over. The engine did not sputter or anything. Thinking it could be a plug, but with the stiffness of the choke knob, that makes me suspicious. Should I look for a kit (if someone could suggest a part number for a rebuild kit, that would be awesome) or buy a new carb. Thanks.

Decal

I bought a Bobcat decal … I can’t get it to stick. The backing and decal stay together. I am trying to place this on my zero turn. Thanks

Briggs & Stratton 17.5 HP Intek

Ariens riding lawn tractor; Briggs and Stratton 17.5HP Intek.  Main gasket between top and sump leaking oil.  Pulled the engine and split the halves.  Noted that the bolts that retain the oil pan to the top have what appears to be a small amount of red Loctite applied.  Is this normal?  Also, some of the old gasket had a little dab of clear Permatex in a few areas.  Suppose this was to keep the gasket in place when reassembling?  Last, is there a torque spec for the bolts that retain the two halves (the ones that seemed to have red Loctite on them?  Any help would be appreciated. 719.255732 Craftsman, Transmission

Howdy all! I'm trying to help a buddy out. He's got this old mower & thinks there's an issue with the transmission. He wants to know what lubrication it uses & how to check it. I'm wondering who made it. Is it a Peerless? A Tecumseh? Copilot says it uses SAE 30, But I find that hard to believe. I thought these manual transmissions use a very light grade of grease in them. I'm wondering if with the age it's just dried out on him. (1978) The owner's manual doesn't have any service info on the transmission I can find. I found that on the Sears site. Any thoughts out there?

Rings

When deciding whether a engine needs bored or just rings, what is the maximum gap between the end of the rings inside the cylinder on a 99cc Honda?
